Last week we looked at what you can do when the PCs decide to call in a Big Uber-NPC to deal with their problems. But what happens they decide to call the cops? Or the CIA? Or the army? The big organizations of Little Guys who keep civilization working?

If you have evidence proving that someone is a murderer, it makes sense to call the cops. But how do you keep the spotlight on the PCs?

    I don’t know if it’s a problem, exactly, but in my modern games by the time the PCs might consider calling the cops, they’ve usually broken enough laws themselves to not want to do it. Sometimes you need more of an excuse for why the cops are not going to try to arrest the vigilantes rather than the villains, when they finally show up.

    In my game, the players ARE the cops. They’re – if not special forces – the go-to guys for crazy stuff that ordinary guardsmen can’t handle.
